If you had an option to choose to hire freelancers from reddit or freelance platforms like fiver/upwork what would you choose and why?

For context I’m a website developer and looking for clients. The reviews I’ve seen are that people hired from freelancing platforms usually under perform and the results are not up to the mark. I’m thinking of alternate ways to approach people and I’d like to hear your views on this.
